My friend bought a bike from a shop. They asked for his IC and retain it for the said purpose of applying for insurance. Is this the proper procedure? Are they and do they have the right to hold on to our id card? o_O

It is normal for a bike shop to retain your friend's IC for the purpose of ownership transfer at LTA (need originals), NOT to apply for insurance (IC photocopy will do). Make sure they return the IC within a reasonable period, transfer takes only 1 day to process but give them 2-3 working days coz they may not do it immediately.

Some legal info...

S'pore's regulations are such that any registration officer, immigration officer, police officer, officer of customs, officer of the CNB, or Special Investigator of CPIB may ask for and retain your Identity Card for the purpose of identification and investigation. Any purpose out of those is illegal. :deal:

E.g. a police officer also cannot suka suka ask for your IC for "fun" or becoz he don't like your face. If policeman try to be funny, ask to see his warrant card and note down name & S/N to file complaint later, better still if there's a witness. Policemen also have obligation to proof that he is indeed a police officer, especially plainclothes. There's no such thing as "no card coz off duty or forget to bring" nonsense... no warrant card = no authority. Regulations require police officers to positively identify themselves when they carry out their duties.

Don't worry, the policeman will not pull out his revolver for that unless he's gone nuts or he's a fake... watch too much HK TV serials liow. If he do that, he'll get disciplined and can forget about his police career liow :gun:

However, this right of S'poreans is very much "unused". just think about the many occasions we have surrendered our IC... even the condo or business building security guard ask us to surrender IC in exchange for a security/access pass. i usually give them my driving license instead. they need a photo ID, I give them one... new license got photo mah. the security guards have no rights to demand for our IC as long as we can provide satisfactory proof of identify.

cheers

may all be well and happy
