Don't be tempted by cheaper rental offered by non-car rental companies because it's not legal. They are operating in a grey area of legality so you could be implicated should the unforeseen happened.

rented a few times for company driving trip to malaysia as i will not want to drive my own car up there.

 

Generally is no problem for most car rental companies as insurance is covered in Malaysia.

so far no luck, most of the coy i called doesn't allow the car into malaysia,

Have you tried Citylimo ? I rent their cars about 3-4 times a year for work rips to Malaysia.
