where is the cheapest or hourly car rental?

Used to join Honda Diracc which allows one way rental (pick up & return at diff location) and have per hour / off peaks rates etc.. but they closed down now

Rent a car last Feb 2014..CNY week...disappointed but safely back home after a trip up to KL...
