Need some help on purchasing used bike

Hi all,

 

I've gotten my class 2b license in last july and planning to get a bike. I'm looking for a bike(not sport bike) and will be using for 3 years due to schooling(which is far). I saw a thread under used bike section, a guy selling 2k plus and left with 4 months coi. But the thing is, my name will put under 2nd rider first after 4 months which is able to transfer ownership without paying penalty. Can anyone out here tell me how the whole process work?

 

I'm able to pay full cash. What are the necessary things to do? I'm over 21, insurance wise around 1k? Or other insurance company which is better?

I prefer transfer ownership rather than be a subrider. Unforeseen circumstances can occur that can cause problems in the future...
