I'm not entirely up on the latest track pedal tech and best-practices, but traditionally we raced in slotted clip shoes in pedals with toe clips (cages), often with double straps. This was primarily because of the high torque of starting match sprints, pursuits, etc. in such a large gear, as well as sprinting at very high cadences and power outputs, such that standard clipless pedals had the potential for failure or releasing unexpectedly.
