Help needed

My bike was parked at Tampines street 23 behind Tampines East cc last Sunday. It was hit by a car and the damage caused was extensive. The vehicle made a run for it but unluckyly he was staying near my girlfriend's place.

 

Now heres the problem the the owner agreed to settle it privately until today he backed out and informed me that he wants me to claim his insurance.

 

Its been four days already and can i still claim through his insurance? What are the steps required to claim his insurance as I did not report it to IDAC.

Generally speaking, a claimant has 3 years to claim for bodily injury, and 6 years to claim for property damage.

 

Make a claim against his insurer and state what you are claiming, how much, and why you believe the other party caused the accident.
