Traffic Wardens in Civilian Clothing

Possible ? I once encounter some civilian clothes people walking down the streets with a head / microphone com set attach to their collar. I noticed that he seems to be actually sending vehicle number plates over the comm system. He will walk past vehicles commiting trafffic offence , stop for 5 seconds to comm the vehicle number over his "system".

 

Anyone know ? can he summon this way or is it possible ??

 

If summon then ok else wat is he doing this ?? All the vehicle at double yellow line kena

My dad got hit by one of this kinda wardens b4. He nv see them anywhere but got hit with a $50 fine stating that he stopped less then 9m from the bus stop.

Being a driver or a biker in SG is super hard man. Any where also can get fined. That's why that day my dad was so super pissed off. But i think they should have a camera to take pics de, or not how to prove...
