What if i buy a used normal car and wants to covnert it to OPC? Will the dealer do it for me and sell cheaper?

I got my OPC insurance at 20% off the normal price.From AXA.

Duno, still scouting, but for example that normal 2yo car costs $30,000.

Is the $17,000 rebate divided into $1,700 ea year, so the rebate is prorate to $11,900 off the price of $30,000? Becomes $18,100 if sold as OPC.
