speeding and drink driving? is that really the case? (i have no idea, not meaning to question your credibility also, just want to make sure that this is a hard fact, because it's very important and relevant to know how/why accidents really occur)

 

from personal anecdotal experience, i.e. stories from friends... most of them buang because of right of way issues (e.g. lane changes, junctions). that is the most common, although most are minor accidents of course. are right of way issues speed issues as well? i don't think so, but i have no hard data.

 

the second most common type is rider lose control, i.e. self-induced buang, e.g. corner too fast and go down from sand, and skidding when needing to brake hard (ok this might be a speed issue, but IMHO speed is relative to traffic, and i think absolute speed limits are not as good as self-imposed relative speed limits based on road awareness; in other words, absolute speed limits, going hand-in-hand with enforcement, can prevent rider education being an issue, but isn't it better if the rider/driver self-imposes speed limits as well? for e.g. sometimes in slow traffic, you can still see motorbikes filtering very quickly, or sometimes you see that one lane is jammed, and on the lane beside it motorcycles are still going by quickly, not realising that drivers will attempt to change lane, and might not notice them).

 

so maybe drink-driving and speeding aren't really the major cause of accidents, but of major accidents which involve the TP perhaps? it's true though that enforcement, rather than education is probably needed to tackle these kinds of problems.

 

anyway, i absolutely agree that greater enforcement is a good thing, and that enforcement seems necessary in singapore's context (because of how pple behave here), but motorist education is also very useful.

 

 

 

incidentally, i think speed limits need to be slightly more realistic... maybe there can be day-time limits and night-time limits. this might help to raise consciousness of how driving/riding has to be adjusted to immediate/local conditions.

 

also, very low speed limits create this mentality among people that it's "impossible to keep to speed limits". they end up speeding anyway, and slow down for "risky areas". at that stage, speed limits become meaningless and superfluous to those people, and what matters instead are overhead bridges, cameras, speedtraps etc.

 

 

 

in singapore there could be some lack of motorist's own (internal) consideration for other motorists/road conditions. i think this might be because everyone depends on the (external) law for determining "acceptable" behaviour. you end up with inconsiderate motorists, who sometimes think so long as they go by the book, they're doing the right thing. you have road hogs, and you have overtaking on the left. people think because the speed limit is 80 they can hog the road at 80 (and frustrate many other motorists). they think because the speed limit is 70, they can drive at 70 even though there's a lot of other traffic sharing the road, many junctions and intersections along the road.

 

that's something you can't stop with enforcement, but you can stop with education.

 

 

(sorry i realise i am rambling but i just wrote off the top of my head and i'm in a rush to go out now. hope these rambles springboard some serious content discussion which will be useful in the dialogue session, and incidentally "dialog" is american and "dialogue" british. of course, youse makes your own choices about spelling! =D )

How many times we read the papers of bikers accident - reason given was losing control of the bike, and crash into something? It all sounds like the bikers fault, but thats how the Papers potray it. But in real life, it could have been a car while changing lanes hitting the bike - causing it to lose control. Cause this could happens easily if the car's mirror is just the ordinary type of mirror. Unless the driver have a blind spot mirror, he may not be able to see a small bike on his blind spot and thus hitting it.

 

What's the solution here? Simple - make it mandatory to have Blind Spot Mirrors - especially big trucks & Vans also. The Spore government can use legislative means to bring instant results or improvement! This is in contrast to use of Safety campaign to change human beviour ; which is very difficult and takes years to see improvement .

If it is a discussion session, it is also a feedback session. Then we put up these proposals:-

1) Extend 2A from 200cc to 600cc bikes. This is because there are just too few good bikes between 200 cc to 400cc.

2) Allow LEDs like mine to be legalised. As long the lights are static and doesn't flickers, glaring or distract other motorists. This is because the LEDs can enhance visibility & safety at night.

BTW is there any clause in the Traffic Safety Act which say we cannot install additional lightings to enhance visibility?

i think you are refering to the wrong agency... as mentioned before, traffic police are responsible for the enforcement action. in terms of policies and regulations, they are under LTA.

hmm... think that relevent to police... but may not be a key responsibility of traffic police...

 

guess all of us are excited having this opportunity to speak to the traffic police... but before we swamp them with all our questions and enquires... believe it will be good to bear in mind what are relevent to traffic police and what are not...

 

police work is brandly speaking is :

1. to protect life and property, as well as

2. maintain law and order

 

furthermore, what is traffic police different from the rest of police? traffic police and sort of like 'specialist' of police in charge of singapore's road and traffic...

 

they basically are empowered to enforce law on the road; bringing down offences committed on the road (speeding, beat red light, etc) as well as to make the roads a safety place for road users (driver/rider/pedestrains)

 

so, the few things that TP are not responsible for :

1. make/amend the traffic rules (that is under LTA)

2. go patrol in carparks to prevent motor vehicle thief (that is under the officers in blue not white)

3. check for illegal modifications; but they do refer to LTA from time to time

4. condition of the road / road hazard (under LTA)

Just look at the past histories of Spore motoring. ROV had disallowed third brake lights for cars for many years. When the Malaysian government made it mandatory for Spore cars to install third brake light when entering JB, our government has no choice but to give in. Now it agree with the Malaysian government that the third brake light does improves visibility and safety.

 

Full faced helmet was also banned for many years, in spite of letters in the forums that FF helmet can protects against facial injuries. Reason given for rejection was robbers can used FF helmet to commit crime. All these examples show that Spore has always been complacent & reluctant in upgrading its traffic regulations with respect to safety. Instead of focusing on legislative improvements, it instead focus on the motorist behaviour by using safety campaign instead.

 

For the feedback session, we should consider highlighting the weakness of the system (together with recommendations) as well as promoting the best practises of other developed countries.

i fully supported your setiment... sg gov have always been super conservative (or KS in layman term). excluding a lot of policies / regulations that has been much tested and proven in our countries.

 

anyway, such laws varies from country to country, in some countries, it is ok not to wear a helmet while riding (not just refering to Sikh alone), some countries dun even separate license into different cc...

 

however, i am not so sure how much can our friendly TP office help as you yourself have mentioned that it was ROV who disallows people from doing it... and as you might also have know... ROV is now known as LTA...

2. Improvement on Road Safety campaign.

3. Discuss any issue regarding our safety on the road.

 

Mr Simon Ng is the Man in Charge of Road Safety for the

Island of Singapore. He head the team at Traffic Police.

He is reaching out to the Biking community of Spore.

To bring the ride safe message

And to get feedback on how we can improve our safety.

 

Mr Ng rides a Honda Cub... to work occassionally.

Some suggestions on how to improve road safety for bikers.

 

1) Less manned speed traps on overhead bridge. This will only distract motorist when the police officer was spotted on the bridge. Whenever motorist approaches an overhead bridge, their attention will be diverted to spotting speed traps on the bridge instead of focusing on the road.

What is the effectiveness of such speed traps? Speed traps like this are fixed and many times deployed at hours of the day where traffic is smooth and safe vehicle speed is relatively faster than peak hours. Police officer's time should be better utilised on the road, looking out for more dangerous violation by motorist.

 

2) Improve response time police officers react to public call for action/help. From infinity to some reasonable time.

 

Some suggestions on how to improve road users satisfaction level

 

1) Increase speed limit at low traffic flow timing. Such as 11pm to 6am in the morning.

10.00 am - Road Safety talk & sharing session at Auditorium (2nd level)

 

11.00 am - Tea Break

 

11.30 am - Viewing of Police Speed Laser Camera (PSLC)

 

12.00 pm - Viewing of Subaru WRX & Honda VFR 800

 

12.30 pm - Visit to TP Heritage Hall

 

1.00 pm - Programme Ends
