Can fine be wavie?

Who can I approach to get my fine wavie when my bike is not park in the lot due to No Parking lot at all. This is like the 2nd time I got the damn fine in a week! I rode all the way up and leave with no choice but to park the bike at non lot area.

 

Anyone can tell me if I were to write the letter to appeal for the wavie of the fine, is to the company that fine me OR approach MP for such situation cause. This is getting frustrated that when there's not enough lot at all.

 

Moreover, they are been VERY active.
