We have to get the terminology correct.

COE is the Certificate of Entitlement. A paper to entitle you to buy and use a vehicle for 10 years.

Quota Premium (QP) is the amount you have to pay for that paper.

Prevailing Quota Premium (PQP) is the amount that you have to pay to keep your vehicle beyond ten years. PQP is calculated based on the moving average of the past three QPs. Eg. Sep QPQ will be based on the the QP of Jun, Jul & Aug. Take past three QPs, total of 6 bids and divide by 6 you get PQP.

Based on the bike QPs, it doesn't seem things are slowing down. I would renew my PQP as early as possible.

There are 6 yellow boxes, they are the QP of each month. Since there are two QPs per month, to get PQP, you need to average the QPs of the past 3 months. Add all the 6 yellow boxes, and divide it by 6. You will get the amount in the green box.

Let's take Jan 2006 First Tender.

Quota : 513

successful Bids : 511

Bids received : 575

QP : $479

The 575 bids received were of various amount with a minimum of $1. List all these 575 bids in descending order ie. biggest amount to smallest amount. Since the quota for the month is only 513, from the list, draw a line at the 513th bid. But the successful bids were 511, this could be due to a cluster of bids from 512th onwards were all of similar amount which the quota cannot be enlarged to accomodate these bids. So the successful bid has to move up to the next higher amount which happened to be the 511th bid. This could probably explain the discrepancy of the 2 unused quota which will be brougth fodward to the next bidding exercise.
