Yup...but they have the pillion seat for bobber fender too...

 

'Bobber' fender is too vague... Think you meant those hugger fenders like in Terrible One's signature. In which case, yes they do have seats for such setups, but it has to be done with very careful planning and workmanship, but IMO it ultimately -will- fail, just a matter of time. I did have this predicament some time ago, ultimately i chose a chopped fender mounted on frame as i almost always ride 2 up.

I have the best signature.

Same concept as the Harley rocker...since the rocker rear fender being so close to the tires...

Does anyone know what the LTA rules are on bobbing the fender? Or doing any mods to the frame?

 

Hmm...wasn't good with the law for my previous bikes(not choppers)...if I like it I'll do it...that's Just me...
