i've plan to change my sai tao to pgm for my sp.. izzit illegal? how about single sitter?

i think able to pass inspection as long it produce the minimum safety and requirements they ask for.. your headlight must be able to shine out hi and low beam.. single seater if make cant pillion ppl.. i have fren that pass with custom head fairing + 1seater for inspection.. but if i not wrong ROV can stop you if they like..
