Cant put it that way. The poor earning an avg of $800 per month will says that if I cant even finish spending if my salary is $3k a month.

The more you earnn, the higher the standard and cost of living. Haven seen one earning $50k a month living in a 3room HDB and taking MRT to work. They'd stay in a freaking big house though he's the only one staying and driving a flashy car and a high upkeeping lifestyle.
