Maybe I should write to Ministry of Transport as well.

 

Just to share what I wrote to LTA on Electromagnetic horns.

 

Me (11/06/2013): Based on the OneMotoring's LTA information & Guidelines, I understand that only Air Horns are not allowed to be fixed onto any vehicle. However I was told by the Vicom Inspection Officer that my Electromagnetic horn does not pass inspection because that it was too loud. Perhaps LTA should provide a better guideline to the public, so that we do not spend unnecessary money to get horns that is not approved.

 

LTA (18/06/2013): Please allow us to clarify that we do allow the fitting of after-market electric horns provided they do not give an unduly harsh, shrill, loud or alarming sound (similar to that of an air horn), or a multi-tone horn capable of producing a succession of different notes on vehicles.

In addition, such electric horns fitted on motor vehicles must bear approved markings to show that they comply with internationally recognised standards, such as those adopted in the European Union countries, Japan and the United States of America.

We hope the above clarifies. Thank you for writing in.

 

Me (20/06/2013): Thank you for your reply, but it did not clarify my doubt. May I ask how much decibels is considered to be unduly harsh, shrill, loud or alarming sound? What about those vehicles that is factory fitted with such horns? Why would these vehicles pass inspection? Would you be able to advise?

Go to Changi Vicom, in my experience they are the easiest inspectors. My pulsar high beam was not working because the control unit was spoilt, I spent 100$ to fix the control unit just for the inspection. After that I went for the inspection and the inspector didnt even try the high beam or horn. :dozed: In fact he made me ride the bike on the rollers and only asked me to turn on the left and right indicators. The whole inspection finished in like 2 mins. I felt simply wasted the 100$ on the control unit, as I never use high beam and ride only in the day.

 

But I have to say since it is pulsar, they may take it easy, but certain bikes may make their eyes wide open, lol.

Most relaxed inspection centre.

Inspection over in like 3-5 mins.

Just received email reply from LTA:

 

We would like to reiterate that the LTA requires horn systems to comply with internationally recognised standards, such as those adopted in the European Union countries, Japan and the United States. These standards would encompass specifications and requirements involving shape and dimensions of horn components, sound level values, testing procedures to be observed when testing vehicle horn types, installation requirements and position of horns when fitted to a vehicle etc. With regard to your enquiry on the decibels, we wish to inform you that the allowable sound level values of these horn systems follow specifications listed in the international recognised standards mentioned above.

 

With regard to your enquiry on the vehicles that were factory fitted with such horns, we would like to inform you that all motor vehicles to be registered for use on the roads in Singapore are required to comply with the registration and technical requirements set out in the Road Traffic Act (RTA) and its subsidiary legislation such as the Road Traffic (Motor Vehicles, Registration and Licensing) Rules, the Road Traffic (Motor Vehicles, Construction and Use) Rules, the Road Traffic (Motor Vehicles, Lighting) Rules etc. These vehicles have met the required internationally recognised standards and therefore, can be approved to be used on our roads.

 

We hope the above clarifies and thank you for writing in.

So meaning anything that is DOT TUV blar blar comply with international standard, LTA has no issues... OK Buying Helmet time can screw the PSB Sticker!!! :cheers:

yup internantional standards is not recognise in singapore LTA standards

even if its for safety reasons.

 

so the question is , are they going to start catching ARAI,SHOEI hemets ?

Its all got nothing to do with safety. Its just a money making scam.

 

There is a difference between form and function... we are all being faulted for form and that has NOTHING to do with safety.

No surprise about what the LTA defines as 'safety' is actually simply a scam, anything that's part of the PAP is a scam in a way, Pay and pay.

 

DOT and Snell ratings mean nothing here eventhough they are standards leagues above PSB ratings, international standards FFS, its like comparing an S1000RR to an SRAD which is better. performing.

Give them a break bro. Government policies have to be drafted in a way that they are applicable to most situations under normal circumstances, which makes them generic in nature. The regulations are often subjected to interpretation as well. It is not that they dun wanna answer ur qns, maybe they do not have the ans to ur qns. And the fact that they will be quoted makes them even more wary of answering ur qns specifically.

Just pass my inspection i have a exhaust extension (prevent the heat from melting my pannier) woah, kenna question many many. at least taken 5 photos, shine touch into exhaust. Main concern the extension is not welded. I told him the pipe is just force fit and a screw secure it to the box rack.
