Can the management of a shopping center send fines to people's home?

i went to a shopping centre and park at its double yellow line and to get some food..

 

after coming back, i saw a freaking security guard copying down car plate number..

 

thereafter, he use his handphone to make phone call reporting 3 motorbikes parking at the lobby.

 

will he be able to issue fine to people as in send fine to people's address just like the traffic police?

 

please advise. thanks!

no la...they cannot do dat, probably will just issue a warning...repeated offenders will be referred to TP la..but also must see....

if traffic related fine,will be from TP itself...not from the shopping center...they will only give warnin n in worst situation will fine if you are causing any hazard or obstructions...

I wrote a letter to the management saying, "Go ahead. Send it. And when you do, I am going to write a letter to every last one of your tenants telling them how you treat their customers. The double yellow lines are on the public road or on the private car park?

 

If it's on the public road, then anyone can report an offence to the TP.
