hey man, then what about:

 

if buy 'just the bike' from the shop uncle, give downpayment then every month pay. then if i go to a S.A.M /AXS/ branch, will i be able to pay for my season parking ?

 

if park @ double line, then kenna summon by the Cisco or Semb people, will their system find my name ?

 

the IU unit will be under my name when i buy the bike from the shop uncle ? or must go VICOM and do ?

Before I begin, I presume you are not going to flout the road rules/regulations -- those that govern when you put your 2 wheels on the public roads. These carry hefty fines and you risk your license being kantong'ed.

 

1. Yes, you can buy the bike. It will be registered under your name and most probably, LTA will have it on file as you being the owner of the bike.

 

2. Parking: Where you put your 2-wheeler for the night at a nice parking space is governed by the estate's authority -- which means HDB, unless you talking about condo. You can apply for season parking -- the authority will file your name and bike license plate into their computer systems (so the summon auntie (aka. warden) will consider you as a person that paid season parking when she uses her machine to check)

 

3. Parking offences: Assuming you've parked without valid parking coupons/season parking (i hope not), what the warden will do is to use their handheld machine to check to see whether your bike number is registered under their HDB computer systems (i.e. you paid season parking). If not, and if you don't have coupons, they will print a summon ticket using that same handheld machine.

 

Fourteen days later, if you don't pay up, they will turn to LTA to help. They will begin to make a request to LTA to trace who the bike owner is, since LTA is the only authority that holds information about every vehicle in Singapore. Then, once the details are out, they (the estate authority) print out a red letter giving you 7 more days to pay up or they will increase the fine and take court action.

 

The same goes for fines incurred when one parks illegally other than that of a parking lot.

 

4. IU: When a rider or a bikeshop buys an IU, this has to be "associated" to a bike at the LTA office or VICOM via registration.

The In-Vehicle Unit is associated to the bike, which in turn, is associated to the registered bike rider. Again, LTA has the records and they can connect-the-dots.
