technically its against sg law to bring in even 1 stick without declaring. its not a privilege nor allowance to bring in an opened pack wif 19 sticks, its 'close one eye'

Btw unopen or open also need to tax but usually they close 1 eye for 19 stick.

 

I took in a 19 sticks box, declare and they give me something to write but didnt tax.

 

After the causeway if kanna custom u need to show yr passport that u just went in, if not fine $500 on the spot by custom.
