And I've got 2 other choices, which is to wait until 19yo non P plate, or 20 yo non P plate.

I doubt there is significant difference. There will be a difference when you are 21 which is when you can buy NTUC insurance and 26 when your insurance actually becomes cheaper. Right now the only option I think is Mitsui coz last I heard for AXA also need to be 21. Can anyone verify this?

One month is a short time. What you should do is call the insurance companies and ask for a quotation. They can help you out with your queries. However I doubt there will be much difference in price.
