Hi kenny, i just came back from Penang, maybe you can try Tune Hotel which is cheap and clean. Bike parking is at RM$5/entry with 2 security guards looking after the bikes day and nites.

Songkran is on 13th April every year.

The mass celebration actually starts on the 12th especially from evening to way past countdown at midnight. Got parade, got fireworks, got foam party, etc etc.

 

14th onwards life is back to normal...
