U- turn rules in Singapore

I tried looking up on the Road Traffic Act in Singapore and found only

 

'No vehicle to make U-turn at road intersection or junction

13.—(1) No driver or rider of any vehicle shall make a U-turn at any road intersection, road junction or opening in a road divider unless he is permitted to do so by a road sign.

(2) A driver or rider of any vehicle making a U-turn under paragraph (1) shall —

(a)

move as near as possible to the right-hand edge of the roadway;

(b)

give way to any on-coming vehicle; and

wait for a safe opportunity to complete the turn.

(3) A driver or rider of any vehicle making a U-turn under this rule shall do so after the U-turn sign.'

 

Can anyone advise is there a rule broken in the below video?

If before that opening he u-turn got sign = legal, no sign = illegal.

Can't really see, but it seems he is turning out from the building pick up/drop off point? If so he is turning out from junction, and would be okay unless double white line divides road.

there is no double white line and he is not turning from junction. you can look at the road on Google Maps 69 Mohamed Sultan road. The blinker was on before he u-turned.

some places are ambiguous areas, whereby it's not clear whether can U-turn or not..

 

certain junctions will specify clearly with a No U-turn sign if it is not permitted.

this enforcer is par-liah 1.. can only summon, but cannot pull over traffic for offence.
