Hallo Hallo anybody noes???

Not easy. You need to have the neccassary documents follow by submit the request to LTA for verification. Think there is a fee involved. Then after LTA engineer say okay, then they will issue you with the inspection letter for inspection, another fee.

But take note, if the documents does not have the follow,

1) State compile to whatever euro standard tested by whatever centre,

2) Noise level at certain RPM,

3) Emission level,

4) Drawing with components list

high chance you will fail the first step. This is the old procedure. There might be a newer requirement. As mentioned, you can always call, 1800-CALL-LTA for enquiries.

I'd use the phone to call and get your queries sorted there and then. Emails will result in the standard replies which doesnt mean much.

Better still go down and ask in person.

Or just bite the bullet and get a legal one from a dealer here to save all the trouble. It just aint worth it esp when buying one from a dealer here, getting it checked etc, are already so painful. Not worth the pain to try sorting out one purchased from overseas.

This is the response I received from LTA:

We wish to inform you that LTA allows the replacement of after-market vehicle parts, including exhaust system, as long as the fitting of these accessories does not adversely affect the safe operation and/or exhaust emissions characteristics of the vehicle, or compromise the safety of vehicle occupants and other road users.

If you wish to self import an exhaust system for your motorcycle, please submit the following documents (in English) for our evaluation:

a) An application letter requesting for the installation of an after-market exhaust system/silencer (with the type, make/model of the replacement system/silencer and your vehicle registration number);

b) Conformity certificate (e.g. EEC, JASMA or etc) to show that the replacement exhaust system/silencer is suitable to be installed for that particular vehicle make and model and would not adversely affect the safe operation and exhaust emission characteristics of the vehicle;

c) Exhaust System Catalogue/Technical specification and installation details (including pictures/drawings) of the after-market exhaust system/silencer;

d) Evidence, such as certifications and test reports from the product manufacturer or LTA/NEA recognised overseas emission test laboratories to show that the after-market exhaust system had been manufactured and tested (e.g. vehicular emission and noise) according to international recognised standards; and

e) Purchase invoice of the after-market exhaust system/silencer from the product manufacturer.

Please refer to Annex A of the following URL for a list of LTA/NEA recognised overseas emission test laboratories:

http://www.onemotoring.com.sg/publish/onemotoring/en/lta_information_guidelines/buy_a_new_vehicle/self_importation_.MainPar.16772.File.tmp/Motorcycle.pdf

You can forward these documents to the Vehicle Engineering Division of LTA at 10 Sin Ming Drive, Singapore 575701.

Upon evaluation and if we are satisfied that your documents are in order and have shown to comply with our requirements, we would grant you an in-principle approval to submit for a change of exhaust system via our Vehicle Inspection & Type Approval System (VITAS). The application form can be obtained from our customer service counter at the Vehicle Engineering Division or downloaded from the Vehicle Inspection & Type Approval System (VITAS) website at https://vitas.lta.gov.sg. Please note that a fee of $55 (excluding GST) is payable at application.

Thereafter, you would be required to produce the vehicle fitted with the replacement exhaust system at any one of the ten LTA-authorised Vehicle Inspection Centres (i.e. STAI, JIC or VICOM) located islandwide for an inspection. Please note that the inspection centre will charge an inspection fee for carrying out such a service. For more information on the inspection fee, you are advised to contact the inspection centres directly. You may access to the address and contact details of the vehicle inspection centres from the following URL:

http://www.onemotoring.com.sg/publish/onemotoring/en/lta_information_guidelines/maintain_vehicle/inspection/vehicle_inspection.html

Please note that final approval would only be granted subject to your vehicle passing the mechanical inspection. You may also like to check the validity of your vehicle manufacturer warranty with the local agent after such installation.

Not all street legal documents comes with all the information required by LTA. My friend bought Leo Vince St Legal online before but the document is missing the noise specification. He emailed Leo Vince directly for the information but was thrown to Gmax instead. So Gmax quoted my friend a big sum of money which in turn will make the online purchase like redudant.

So the morale of the story is make sure the online supplier is able to give you the documents with all the neccassary informations.

No. Inspection money is from your own pocket unless the shop mentioned they will pay for it. It a norm.

Recently, I had the fortune and opportunity to acquire an aftermarket exhaust for my bike.

Being one of the pipes that is not pre-approved, I had to send it to an inspection centre for the necessary certifications.

After searching the various threads here and getting mixed information, I've decided to set up a sticky thread based on what I did to get it certfied.

1. Items you will need to bring along for the inspection. Compulsory otherwise they will not do the certification:

  • All documents & foreign certificates to be provided by the shop that you purchased it from. This includes the Europe Transportation Ministry certification or the JMCA (for Japan).

  • The original receipt / invoice from the shop you purchased it from. If its local, get the local one. If its purchased online or from overseas country, get from them. This, I understand, is to certify that you bought the pipes and did not get it by illegal means.

  • Letter from the authorized shop to inform that they indeed performed the installation. This is important also as it shows the pipe was installed properly. If you DIY, get the letter from the shop you bought it from nonetheless.

  • Your logcard. Some shops never tell you that you need it and some inspections don't tell you either but it is still needed nonetheless. A friend of mine couldn't do his certification because he wasn't informed it was needed. DO NOT ASSUME THE INSPECTION CENTRE WILL HELP YOU. Forget about it. Trust me. Save all the time and troubles and print from oneMotoring.

  • Your NRIC. If you can print both sides on one paper, makes it easier & faster.

2. What to do there:

  • Choose a suitable inspection centre. Word on the street is that STA Inspection Centres are less strict and have competent people to do the certification pretty fast. Some also say inspection at out-of-way places like Tuas will be less strict also as the staff are more experienced in inspection trucks or heavy goods vehicles and not motorcycles and thus will just bo-chap with a bike.
  • Approach a inspection technical officer. He will be wearing overalls. Don't approach the payment counter or cashier staff. They know nuts when you say exhaust inspection. Pass all your documentations to the tech officer. He will go through the items and ensure all the necessary papers are present and in order.
  • Once the papers are in order, the tech officer will ask you to pay first. $53.50 is the present fee at the time of writing. Bring cash. Some inspection centres may not have NETS or credit card facilities.
  • Once payment is made, the tech officer will call you to do the 2 exhaust tests: the emissions test and the exhaust sound test. They'll stick a sensor probe into the exhaust and let the detector check the emissions at idle. For the sound test, the tech officer will rev the bike to about 4-5K RPM and let the system rate the sound decibels.
  • The tech officer will then take photos of your chassis (VIN) number as well as the pipe's serial number and general installation photos for reference.
  • Once done, the tech officer will ask you to wait while he gets the final paperwork done. What happens is he will sign for and stamp the inspection centre's stamp onto the original EEC / JMCA certificates, to indicate it has passed inspection and is road-worthy. Some inspection centres may also issue you a letter to acknowledge you have sent the pipes for inspection at the time & date.
  • Time to make some noise on the road. But remember to make copies of all the certs and bring a copy on your bike wherever you go.

All in all, it takes about 1 hour. Might be longer if there is a lot of bikes going for inspection or the centre is understaffed.

I hope this helps. Post here for any corrections or extra hints / tips I may have missed out.

Anyone knows where I can get a Full Sound Test done on the aftermarket exhaust?

I bought an aftermarket exhaust online. I have got the Europe's e3 emission conformity cert, but no sound test report.

The man at the inspection center says I am only missing the sound test to approve the pipe.

I have called the local dealer, and he says he can't help me.

$80.25 as of Jan 2013. Regardless of price, one with aftermkt pipes will still have to suck thumb and do it, unless you are saying you bochup the authorities. Well, that few hundred bucks fine is not worth it.

Before u do it with LTA, u've to do it with yoshimura agent- motoworld. Then bring your ownership slip to lta for pipe inspection bro.

bought my pipe from motoworld. They installed my pipe, gave me the certs last june, however in october when i did my inspection to remove my lay up status, my bike was under service at another workshop, so i ask the mechanic to help me with the inspection process. However I did not bring my pipe cert given by motoworld at that point of time as I didnt planned that I will do inspection straight after the servicing. So the mechanic there told me not to worry and lend me a stock pipe to go through the inspection.. do I still need to go for another exhaust inspection now, as I had not went through any inspection with the pipe since I bought it.

Its a yoshi pipe that comes with cert

The papers that motorworld gave you, is not the cert. Those are just documents. You need to go through the inspection, only then lta will issue you with the cert. Unless motoworld installed and brought it to inspection for you, your current pipe now is still deemed as 'illegal'.

Good luck buddy. Better go for your pipe inspection asap. Now lta officers on the loose.
