During price negotiation with excel, just stage an act, said you are very interested in the bike but COE 2013 is too short for you to enjoy the ride. Depending on level of negotiation ability, you can either press down the selling price or take their proposed selling price with them willing to pay and renew the COE in 2013. Since its another 2 years from now, you definitely a documentary proof from them.

 

Also in the event, you want to sell the bike off. This piece of paper will be very very useful as it will determine your final selling price. Just like you, no one wants to buy a bike with 'going to be' expired COE too. Of course its preferably you ride past 2013, let the shop to renew the COE and then you sell it off.
