participants allowed to bring pillion along?

I don't see any problems with that, so long as during the practical ride, you can ride as comfortably with a pillion as if you were riding alone.

You need to stay close to the lead bike. If you can do that, and is alert enough to still actively scan your surrounding and apply HOV, even with a pillion behind, you are fine. But having a pillion is going to change your riding style, then you can bring the pillion along still (to attend the theory part together) but during the practical ride, pillion can choose to stay in the air-con holding area until you come back.
