hey guys, just receive NEA letter for excessive 2t smoke in the morning.. time of offence was in the morning around 830. riding a scrambler, using premix.. that's why quite abit of smoke in the morning.. PLUS i just collected the bike the previous day from the workshop..

 

possible to appeal?? 70bucks sia! :faint: anyone??

NEA has got your picture taken as evidence against your smoke problem...

 

IMO, chances of successful appeal is slim...

 

On top of the $70 summon, you'll be required to go for inspection...

 

Thus better do something to your smoke problem before you go inspection to save yourself from the hassle...

the thing is... i using premix.. somemore that day so HENG i go kallang mac eat breakfast before going to school.. bike still haven't warm up, so quite abit of smoke..

 

plus is premixed, die liao la...

i put just enough 2t for premix.. so the ratio should be just nice.. any lesser might piston jam..

Hi, I kena fine by NEA too. somemore 2 times. 2nd time will be $100. 3rd and subsequent will be $150. U can ask shop do the inspection for u. But if smoke still not reduce, sure will get caught again, at same venue. 2 times i kena at jalan toa payoh. quite suay for me cos at the same time too. So after 2nd time fine, i scare liao. go a detour. Avoid the place u kena caught. Work well for me. Just need to wake up earlier.

They'll sneak into a corner of usually expressways and hid there taking pictures like how the bus lanes are monitored.

This is quite unfair. Because what is the exact limit for excessive? How does one measure "excessive"? This is not stated clearly in the website nor in the emmision standards, and I believe it's impractical and unrealistic to deem something excessive via visual means.

 

In the website diesel vehicles caught will be asked to go for inspection. If that's the case, why not for motorcycles? If fail then fine lah, I have no qualms about that.

 

It's like saying "teachers are allowed to punish students but not with excessive violence". Yeah right. There's must be black and white, especially when it comes to punishment and summons.

 

Please complain to MP! Or we can write a petition here! They'll come up with some guideline but at least it's clearer!

somewhat agree.. 2stroke bikes are usually smokey when the engine is still cold. i got snapped when i was like 2mins ride away from my place, and best part, i was going for breakfast when i got snapped.

ENFORCEMENT AGAINST SMOKY VEHICLES

 

The National Environment Agency (NEA) took over the control of vehicular emission from Land Transport Authority in July 1999. Since then, the Agency had step up the enforcement program against smoky vehicles on the road. Initially, the vehicles were stopped by enforcement officers and were tested on the spot by our enforcement officers for smoky exhaust. But, this method of enforcement has caused inconvenience as reflected by the public.

 

In mid-August 1999, the Agency started the use of video cameras to capture smoky vehicles on tapes. Vehicles being captured for smoky vehicles will be issued with a compound fine under Regulation 19(1) of the Environmental Pollution Control (Vehicular Emissions) Regulations 1999. The Regulation 19(1) states, 'No person shall use or cause or permit to be used on the road any motor vehicle from which any smoke or visible vapour is emitted.'

 

 

Enforcement officers armed with digital video cameras are deployed daily around Singapore to capture smoky vehicles on tapes. The video clips will then be viewed by a panel of NEA officers and the owners of smoky vehicles will be issued with a compound fine.

 

 

The NEA also carries out daily enforcement against smoky Malaysia-registered vehicles at Woodland Checkpoint. Drivers of vehicles/motorcycles that are found smoky will be issued with a compound fine. Malaysia-registered diesel vehicles that are caught with smoke emission level more than 50 HSU will be issued with a compound fine and those with smoke emission of more than 70 HSU will be turned back to Malaysia.

CO limit - 4.5% by vol

Wow, you're indeed very lucky. The last time I went to appeal, I was asked to undergo inspection all over again... I guess it depends pretty much on the person's mood who is handling your appeal...

my summon came on 3rd week of july.. i submit appeal by 2nd week of august. they withdrew the summon only on the 4th week of sept. but i did contact them periodically to check up on the progress.

This thing i saw 1nce at the woodlands checkpoint,I think ROV was there and pulling bikes over with excessive smoke....

lol,panclanrider,i tink excessive is in sense of u can see alot of smoke coming out nia...No offences to the bros....at times when in carpark those MSCP,when my neighbour starts his bike,can see the place like got alot of smoke .....also this sight can be recalled inmy Poly,when some of the guys start and throttle the bike,wha wha,the place will be "fogged"...thus good thing also la,when the authorities carry out checks on this issues...

Was issue a letter for excessive smoke by NEA last year when i was riding my 2-stroke bike i just need to send for inspection no fine at all, how come ar??

 

till now already sold the bike away also no problem, maybe just warning only for me...
