Jit Poh Building used to be free a long time ago, dunno about now. I think there may be legal parking at the Tanjong Pagar Complex across the road at Keppel. Otherwise you can ride around that area - lots of little backlanes with parking lots. Try also Bernam Street and Enggor Street.
