Blue lights at back of number plate.

Recently i notice some super4 install light bulb at the back of their s4 number plate, looks cool and colourful to me. Can anyone enlightened me where to install, i stay at tampines , any area near tampines tat got this serivice, selll blue light bulb and install for me??? And roughly how much??

inspection not pass then i skip this idea of installing blue light le , too troublesome le and not forget one of the brother said summon is $70 if caught , hiaz................
