why did u pay honest dollar and not get the shop to fix the issue as the problem persisted after following their advice?

Most people go through life following the crowd.

Others think for themselves.

They go their own way.

new flower disc might be thicker, thus pads rubbing, should go away after some riding.

incorrect discs fitted, or incorrectly mounted calipers?

How much to service the caliper?

Don't throw parts at a problem unless you have a bottomless wallet. It's easy to know if it's the bearings or the brake components. Just unbolt the caliper and spin the wheel and you have your answer. If it still binds without the caliper, it's nothing to do with the brakes. If it spins freely with the caliper removed, it's nothing to do with the bearings.

Think through the problem step by step. It'll save you hundreds if not thousands of dollars in the long run.
