Aftermarket Exhaust Transfer - How

Just got my LV certified at STA Sin Ming. Went in 10.01, finished at 10.40. Paid $78.11. Procedure was pain free (with all the documents ready) and the folks there quite friendly. The only weird part is them taking so many pictures of my bike from all angles.

 

So many TP bikes on that day undergoing inspection and they get priority. Also saw 2 bikes being escorted in for exhaust violations. The fines can pay for a new pipe!

exhaust goes with bike. that y they took pic of the exhaust with the bike and nt you inside.

 

if the bike come with the exhaust and u got the cert. u are ok.

in other words, buy a bike with a legal exhaust with cert, the cert is given to you but previous owner's name, you don't have to do anything? just keep the cert with you at all times can already?

So much misinformation here... I should clear the air.

 

1. Exhaust follows bike. If you buy a bike already fitted with a legal aftermarket exhaust, all you need to get is the certificate and LTA approval letter from the previous owner. If he doesn't have them, you should assume that the pipe is not approved and either refuse the deal or bargain the price. After you take over the bike, go for inspection once a year as per normal. There is no need to change the ownership at the exhaust distributor or at LTA.

 

2. Sell aftermarket exhaust. You need to write (preferably type) a letter to state that you have sold the pipe to who (name and NRIC) and the recipient bike (make, model, registration number), and what exhaust you will be fitting back to your bike after that. You also need to give the exhaust's certificate and documentation to the new owner. The new owner also needs to write (or type) a letter stating that he has purchased the exhaust, and request for inspection and approval. The new owner will install the exhaust, bring both letters and exhaust certificate for inspection and get it approved.

 

This is what LTA told me officially:

 

We refer to your email of 20 October 2012.

 

We would like to inform you that we have, in principle, no objection for a

transfer of an approved after-market exhaust system/silencer within both same

make and model of vehicle (i.e. same engine type and capacity) so long as the

used replacement exhaust system is still in good working condition in

accordance with the product manufacturer's specifications. Every unit of such

exhaust systems will come with a conformity certificate (e.g. EEC or JMCA for

motorcycle & EC or JASMA for motorcars) from the product manufacturer stating

it is suitable to be installed for that particular vehicle make and model.

 

Transfer of exhaust is similar to the process where the after-market exhausts

system/silencer is first purchased. If the exhaust system is purchased and

installed by the local authorised distributor/agent of the after-market exhaust

brand (e.g. Yoshimura - Hodaka Motoworld Pte Ltd, Arrow - Biketech 21, Leovince

- G-Max Race Pte Ltd etc for motorcycle & Remus/Mugen – Kingcrimson Marketing

Pte Ltd, HKS - Fong Mui Garage R, ABT – Autovox Pte Ltd etc for motorcars), the

agent would endorse and effect the change of ownership on the exhaust

certificate. Thereafter, the agent or the new owner would be required to

present it, together with the vehicle that is fitted with the approved

after-market exhaust system/silencer to any of the LTA-authorised Vehicle

Inspection Centre (i.e. STA, JIC or VICOM) for an inspection. Please note that

an application fee of $20 (excluding GST) and an inspection fee is payable to

the inspection centers. Approval would only be granted, subject to the vehicle

passing the inspection.

 

 

 

If the after-market exhaust system was not purchased from the authorised

distributor/agent, rather it was by means of self-importation from vehicle

owner or purchased from other vehicle accessories shops, the new owner may

bring the following documents to the Vehicle Engineering Division of LTA at 10

Sin Ming Drive, Singapore 575701 to submit the change of exhaust system via our

Vehicle Inspection & Type Approval System (VITAS) under Change of Vehicle

Particulars.

 

 

 

(a)An application letter requesting for the installation of replacement

silencer onto his/her vehicle (with vehicle registration number);

 

 

 

(b)Copy of the conformity certificate; and

 

 

 

©A letter of understanding from the previous owner stating the sale of the

approved exhaust system and the type of exhaust system fitted back onto his/her

vehicle after sale (e.g. original exhaust system or another approved brand &

type of exhaust system).

 

 

 

The application forms (Change of Vehicle Particulars form and Walk-in

application form) can be obtained from our customer service counter at the

Vehicle Engineering Division or can be downloaded from the Vehicle Inspection &

Type Approval System (VITAS) website at https://vitas.lta.gov.sg. Please note

that an application fee of $55 (excluding GST) is payable.

 

 

 

Upon approval to the application, an inspection is required for the vehicle

fitted with the approved replacement silencerat any of the LTA-authorised

Vehicle Inspection Centre (i.e. STA, JIC or VICOM) for an inspection. The

inspection centres will also charge an inspection fee for such a service.

Please note that a final approval would be granted upon your vehicle passing

the mechanical inspection.

We refer to your email of 04 November 2012.

 

To reply to your query, the application letter as mentioned in item 2a can be produced by the new owner if he does not want to obtain it from the authorised dealer. The EEC approval Certificate you have attached is an acceptable form of Conformity Certificate so long as the vehicle registration number is the same as the one indicated in EEC approval Certificate.

Hey guys, recently changed my pipe for my gilera runner st200. Bought the new Leo vince. Settled inspection ,documents and had the blue tagged (cat) from gmax. However im slightly dissatisfied as the sound is weak. Similar to my stock pipe. Was expliained that it is because of the 2 silencers in the pipe. Anybody have any solutions to make it still legal but louder? Any input is appreciated,

Or I can simply just do a vehicle ownership transfer and everything will be done?

You have to get the aftermarket exhaust cert and LTA approval letter from the owner. If he doesn't have, the pipe status is as good as illegal.

ok let me tell what steps do i have to go thru to pass the legal issues from buying 2nd hand legal pipes.

1 - Get the former owner's cert of approval of the pipe.

2 - Go back to the agent or the authorized dealer for the pipe, in my case, i go back excel cycle for the GPR pipe.

3 - The guys at the pipe shop will prepare the necessary documents and u prepare, in my case, $50 for the documents. If u haven install the pipe, they will install the pipe for u with extra labor cost. but in my case, i have already install the pipes prior to this and excel will just visually see the pipe..

4- Get the documents, sent to any VICOM or STA Inspection centre. Wait 1 hour. Voila. Its certified legal.

 

These are the steps i did to get my pipe certified legal.

Please read my post #82 above. It has the OFFICIAL INSTRUCTIONS FROM LTA. You don't need to go back to the dealer.

Hi all, I just got a bike from owner. Got a question as I find my scenario unique in some ways. Pleas advice:

 

Bike has been transferred to my name.

Bike is fitted with street legal aftermarket exhaust fitted at authorized dealer. Previous owner gave me all his papers and cert.

Bike has been inspected before the transfer, inspection is cleared with papers. Papers and cert with previous owner name, exhaust make, serial number, bike plate number.

 

Having settled the bike transfer procedures, im in the phase of putting my retained number plate to this acquired bike.

 

So as mentioned by rhema83 or rather LTA, there's no need to go back to dealer.

 

My questions are:

 

Inspection has been cleared a few months back, do I go down for inspection immediately being the new owner now......OR wait for till inspection due again....

 

Pipe is match to bike. It is not my name, not going to be the same vehicle number indicated on these papers. Are there any complications?

 

If I'm being stop on the road by either LTA, TP, road block bla bla bla.... for routine checks, and that I'm unable to produce the papers off hand because I didn't take them out (so many papers), is it an offense??? Although I strongly believe the system does captured all the details....

They don't have a contact number listed but you can try dropping by their store to see if you can get a replacement exhaust certificate.

Problem with GPR is they've changed distributors many times in the past few years so i'm not sure what kind of support you will get. Please do try and let us know.
