Quick question... I am 18 years old, going to ride KRR soon. Which is better for TPFT insurance, mitsui or NTUC?

my bro are riding krr n he encounted this problem.when he try to open up the throttle the rpm go up n came down fast like no power like that..it also cease power also..may i noe what is the problem?thks..
