Changi Motorsports Hub: SSC doing major rethink of project

Sports council to terminate contract with consortium

By Leonard Lim

The Singapore Sports Council (SSC) is doing a major rethink of the Changi Motorsports Hub, a multi-million-dollar project that has been dogged by delays, corruption allegations and financial difficulties over the past year.

First, the council is working on a mutual termination of its contract with a consortium that won the tender in March last year to build the hub. This should be completed by month's end. Next, it will gauge market interest before deciding whether to call a second tender, or drop the project for now.

SSC chief executive Lim Teck Yin told a press conference on Monday the aim was to see if it would be 'in the public and national interest' to pursue the project. The market consultation for a motorsports hub would be the second such exercise, after one in 2008.

Pressed on whether the $380 million project was being called off, Mr Lim would only say: 'If the conditions are not right, not suitable, if market players are not sufficiently interested to invest at this time, it could certainly mean a delay in any future motorsports hub.'

Rocky road

October 2007: Government announces plans for design tenders for a permanent race track in Changi.

March 2009: After more than six months of delays owing to market research on the hub's potential, the Singapore Sports Council (SSC) releases the request for proposals.

August 2009: Three consortia submit proposals: SG Changi, Singapore Agro Agriculture and Haw Par Corporation.

March 2010: A panel of government agencies picks SG Changi to design, finance, build and manage the hub, and it is to be ready by the end of 2011.

December 2010: About six months later than targeted, construction begins.

January 2011: Reports that the Corrupt Practices Investigation Bureau is probing alleged irregularities in the tender process spook investors. Construction is halted when the consortium misses a $10 million instalment for piling work.

May 2011: A former SG Changi director lodges a report with the Commercial Affairs Department, alleging that a bank guarantee submitted as part of the tender process might have been forged.

August 2011: The consortium gets a final warning letter from the SSC.

September 2011: SG Changi reiterates commitment, says it has secured funding. But construction does not resume.

December 2011: SSC announces it is working towards mutual termination of the contract.

 :faint:

Lol true true. Not everyone will resort to towing their bikes there.

definitely a little rise of accident around that area..because some would choose to warm up on the way there..attract some modded cars around and then a turtle on lane 1 don't know eating burger or whateva sh!t..then suddenly see a off alignment HID light behind..driver eating burger suddenly serve to lane 2..biker on lane 1 and lane 2 marking hit's the back..dam..something just took place..tp confirm charge for reckless driving..1/4 license gone..they should kinda implement some rules or whateva like bike should be towed or they provide towing service definitely at a higher price better than someone risking getting into accidents..but as mentioned above by you'll quite true that more officers would be stationed.but maybe not at entry..around the hub..dam..singapore is trying to become a little part of every country with it's tiny land..

Malaysia, KL, Genting - 1 Casino|1Sentosa,1MBS

Hong Kong, Macau - Disneyland|Universal Studio

to add on,

hub not going on,

If Singapore pools can build a horse track with legal betting. For Motorsport it is a no brainier who should be in charge. Just like football is powered by betting n merchandising. Maybe MBS or Genting should get involved.

When they started buiding , thought finally we have our own track . Very disappointed and still have to go up north for trackday. Luckily PG still around , there were rumours earlier that she was going to be closed for good.

Heard PG closing dwn soon in March for renovation, i tink re-tar the whole track. Bt wat surprise me is the completion date somewhr ard July/Augst. Correct me if im wrong. Abt sgp track, hmm....i tink they build another horse track better. More money mah come in frm punters. If it were to happen, moto entry: $100++ excluding GST. Haha...i bet $10 Big, $10 Small

3.x km worth of tarmac, say 25 meters wide.

U see all the road upgrading, expressway widening? U see the new roads that are being built in new housing estates? They're definitely using more than 3.x km worth of tarmac.

The pit building and grandstands. You see the high rise HDB flats being set up? 2 high-rise HDB blocks will use up more material and technical know-how than a low-rised pit building and some seating stands.

Land cost? Since they already started work there, hasn't it already been paid?

It's not all about the money. Any road building/upgrading. Any BTO, DBSS, Exec Condo project.. they all cost more money than this plot of land with 3.x km worth of tarmac, and a simple low-rise building.

It's about willpower to build it. The SSC and Gahmen just don't have the will to do it. It's all lip service.

Rat bike - A motorcycle not necessarily kept in pristine condition, often painted matt black. Minimal maintenance and mismatched parts often used.

Unfortunately motorcycle is nt well like in sgp. Most ppl prefer vehicles wif 4wheels. Reason simple, COE. They earning lots of money for jz a piece of paper which last for bloody 10yrs
