hi mr seah,

if you are talking about the cp79, and the construction regulations, you are referring to the 14 elements in the safety and health management system.

sorry me from construction, and i only familiar with construction, some more the old old batch one, very experience one but kinda of not very updated one, quite moldy oledi...

if quote wrongly, don't flame me.

Hi, Sir,

Thank you very much for your sharing.

I am working in a sales office of a chemical import and export company.

Guess I will need the sections related to a chemical industry.

Is anyone from the chemical industry able to advise on the sections?

Or am I able to find out from the SS586 or whatnots? :)

Thank you.

Hi Seah,

Roughly based on what you've described, you are "considered" 2 different industry?

HazChem + Logistics industry, I presume. Are you dealing with Dangerous Goods?

Like cstay66, I'm also from Construction industry, whereby we religiously follows that stated 14 elements from CP79.

That is the minimum requirement for a construction Safety Management System, which some companies put in additional elements.

Since you're interested in the elements, I'm lazy lah.. so I've copied from http://www.singaporestandardseshop.sg/data/ECopyFileStore/060419152028Preview%20-%20CP%2079-1999+Err%201.pdf

1 Safety policy

2 Safe work practices

3 Safety training

4 Group meetings

5 Incident investigation and analysis

6 In-house safety rules and regulations

7 Safety promotion

8 Evaluation, selection and control of sub-contractors

9 Safety inspections

10 Maintenance regime for all machinery and equipment

11 Hazard analysis

12 The control of movement and use of hazardous substances and chemicals

13 Emergency preparedness

14 Occupational health programs

For a general Safety Management System, you can also go with SS506, which is somewhat OHSAS 18001.

SS586 is just part of the legal requirements that your industry need to follow, as per Approved Codes of Practice.

Due to the interesting nature of your industry, it is very hard to comment on what other requirements you're required to adhere to, from various other Gov Agencies.

Just curious, did your company "suddenly" wants a SMS to be implemented?

The preparation, consultation, implementation and continuous improvement will require alot of support, commitment and resources from your management.

Of course, can have wayang wayang also lah. But resources still required.

It's better to get your EHS/SHE/HSE/WSH/Safety Manager or a competent WSH Officer to do it.

Otherwise, you can always engage a safety consultant, if your company does not have the personnel to do it.

Can I ask a newbie question?

May I ask currently, what are the standard required 12 sections of a Safety Management System that we are supposed to prepare?

Sorry, please do not flame me. I am inexperienced, thus asking and seeking advices from the many very experienced RSOs here.

Would appreciate that if you do not wish to help, please also do not flame me, cos I am really inexperienced. :)

Thank you.

For chemical industry, it is SS506 part 3 for chemical industry SMS.

Hi, WarForGe,

Thanks for your very detailed explanation and sharing.

Yes, our company (the Logistics people) are dealing with DG.

As for other questions relating to my company, I shall not commend too much here, lest my HR Mgr does a search on the internet and sees me writing about my company here. Not too good.

But for your last question ("Otherwise, you can always engage a safety consultant, if your company does not have the personnel to do it. "), I can answer you.

I prepared three different quotations for my MD to review.

There is one only and a very popular reply (which I believe a lot of you here may have encountered too).

Reply: NO BUDGET!!!

So I am trying to do up a SMS for my company myself, which should be there but was not there for many years liao.

Sighz!!!

No choice, cos I am taking charge of the EHS matters for my company.

But knowing how "sincere" they are about EHS matters and also whether EHS is important or not (as compared to sales figures), I did not registered myself as a RSO for this company, even though I have a "old generation" WSHO Cert from SP in 2007.

To some companies, sales figures is paramount than EHS (which to them, is only a "money-spending" function of the company and not a profit generating function).

Sad.

hi tony,

wonder what advice you want?

why not you spend time reading from page 1.

if you find it too long, you may just want to read all my postings on safety.

if you have already done that, you may want to read them again.

if you still don't get it, read again and again and again.

Presently.I am attending Certificate In WSH Level A.On the way also looking for safety supervisor job (I have sent out few resume).Although, I am working in the construction but different

Hey guys. Currently taking my level B. Anyways I'm a little confused. You see, to go up the ladder, one needs to take level c (specialists diploma) tio boh? But I just found out that there's PSB offering Degree in Occupational Health and Safety, and SIM offering Degree in Human Factors in Safety. Both are MOM recognised courses, and leading an RSO positions.

The only thing is that one must have a diploma to take up these courses. If no diploma, means must take specialist diploma.

After taking level c, theres the level D, graduate cert in WSH.

My question is, going up to level c to d is better, OR, taking up the degree after taking my level b?

I have my BCSS, OPISCS, Level a and Diploma in Civil engineering.

Any comments/ suggestions/ critics? I'm open to any.

I'd rather get a Leo Vince than a Louis Vuitton.

it common sense that Degree is a better path. my advise to u is to take your Degree in Civil engineering which is even better for u since u already have dip in civil engineering means that u can finish your degree in civil engineering faster...

boy boy arh,

the fact that syarif asking for advice thru this forum becos he wants to embark on a safety career.

you ask him to go for a deg in civil engineering for wat?

waste time lah.

syarif, go for a safety degree if you have the desire to take the safety path.

otherwise if you take on the level c and d will also enable you to be a registered wsho and auditor.

a safety degree will bring you further and you can do that in the later stage of your career.

imagine you go for the safety degree at this stage of where you are, do you think you can cope?

by all means.

good luck.

the very first step to being a safety professional is to be very clear wat you want.

don't be confused.

true bro. im only less than a year in this safety line. i got my diploma for the sake of getting diploma, because i was never interested in civil engineering. got into it after i flung my Os actually.

IMHO, id rather take things slow. cause yeah, no point being up all the way without knowing anything. like how some work as main con without knowing the pain of working as sub con. i do have lots to learn, and the only thing i have that added to my advantage is the knowledge of civil works, which in a way or two, helped me out in this safety line.

as for career wise, what do a degree lead to? i do understand the steps and positions of level c and d path but not a degree.

anyone?
